ゼル・ヴァダム (以前はゼル・ヴァダミーとして知られた。[4], しばしば単に アービターと表現される)は、HALOシリーズの重要な登場人物である。そしてエリート族の中では最も目立っている存在だ。
経歴
若年期
ゼルはサンヘリオスのヴァダム州を統治するヴァダム家に生まれる。彼は若き頃よりLak 'Vadameeによってサンヘイリ兵士となるべく訓練が行われた。[5] 彼は自分の名に"-ee"を使用する権利を得、コヴナント軍に入隊する。彼が始めて参加した戦闘は2528年のマドリガル襲撃であった。[6]
まもなく彼はシップマスターに昇進し、カイドンとなる。[7]
彼がシップマスターとなってすぐの頃、ゼルのミスで訓練時に怪我を負う。彼の家族は医師による医療行為を受けた場合による名誉を失うサンヘイリの文化の関係もあり、医師の訪問等はもみ消されてしまう。彼は回復している間、doarmirと呼ばれる毛皮マントを羽織っていた。彼はミスを犯すかの性があることを思い出させるために、常に身に着けるようになる。[8]
カイドンとしての生活

彼はヴァダム州の統治を行うカイドンとしての生活もまた軍務の間に行う必要があった。この職務はヴァダム家にとって非常に重要なことである。彼は初期にエネルギーソードを持つ3名のサンヘイリに襲撃される。が、無傷のまま返り討ちにする。そして、この暗殺を仕向けた容疑者としてコイダ・ヴァダムを殺害する。もし放置しておけば再び事件が発生したかもしれないのだ。[10]
ゼルは Charybdis IX の攻撃に参加するために、コヴナント艦Retribution's Thunderに搭乗しCharybdis IX攻防戦を戦った。 この艦には悔恨の預言者が乗り込み、監督を行っていたのである。この戦闘中、UNSC Do You Feel Lucky? を奪取し、艦内のデータベースを確保するよう指令を受けた。Infinite Sacrificeが現れたとき、このUNSC艦が破壊されてしまうのであった。この件はジャッカルが行ったものと見られていたが、彼は23リブラエ星系に送られ、ジャッカル船A Psalm Every Day追跡の任務に就く事となる。[11]
彼は23リブラエ星系に到着した直後にルーブルへ向かい、ジャッカル・ブルートから構成されたA Psalm Every Day'の軍を攻撃し始める。The Retribution's Thunderの攻撃により、艦内のジャッカルは全滅した。ゼルは船の破壊を命じるが、ジャッカル軍によって捕獲されてしまう。最終的に艦橋の他の兵士と共に脱出し、ジャッカルのシャトルを奪い、船を強奪して脱出する。彼らはMetisetteにいたジャッカルのリーダーRethを捕虜とした。[12]
Rethの秘密のグラント軍から逃れた後、彼はRethをジャッカル船に戻した後で尋問する。彼は聞き出した内容・・すなわち、人類との同盟を結んでいたという信じられない事実であった。真実の預言者は人類の故郷を探すために人間を利用しようとしていたのであった。Rethに忠実なグラントの兵士が追ってきたとき、彼はエネルギーバリアを解除して脱出ポッドに乗り込み、脱出する。UNSC 軍 とジャッカル軍による戦闘が、Infinite Spoilsの場所を確保していたため、彼とクルーたちはInfinite Spoilsに移乗する。 ジャイ-006 との戦闘の直前にスパルタンは彼が持つエナジーソードを無力化し、ナイフを使って襲い掛かる。2人の戦士は一瞬顔を見つめた後、どうなったかは判らないが彼を助けに来た海兵隊が到着したとき、ジャイは既に戦死していた。この為他のUNSC軍は船から離脱する。彼らは見たものにショックを覚えInfinite Spoilsに滞在し、これを徴用する。[13]
ゼルはルーブルを破壊するために マスドライバーを使おうとしたがThe Redoubtが破壊され、エクソダス計画 の残りが星系に残された。 預言者達・・・真実の預言者 と 悔恨の預言者の元にZhar(彼の僚友であった)と共に報告に向かう。Zharはこの時報告時に預言者を虐殺しようとしていた。ゼルはこの計画が発動する直前にソードを起動させ、この僚友を殺害する。この事件は彼に新たなるポスト・・・パルティキュラー・ジャスティス艦隊の司令官職に昇進する事につながった。[14][5]
最高司令官としての生活

彼は2535年~2552年の間にその優れたリーダーシップと戦闘術を評価され、パルティキュラー・ジャスティス艦隊の 最高司令官に抜擢される。
彼の最高司令官としての生活が終わりに近づいたとき、 リーチ攻防戦にて艦隊を率い、勝利を収めた。彼は戦闘は終わったとして脱出を図るUNSC Pillar of Autumnを追撃するよう命じる。オータムはアルファヘイローへ向け、ジャンプする。彼はこの時Seeker of Truthにて指令を出していた。ヘイローでフラッドと呼ばれるパラサイトが確認されたとき、ヘイローからの避難を開始するよう命じるが、墜落していたコヴナント艦と病因の大臣がフラッドに感染してしまう。この突然の事態に戦場は混乱し、ヘイローの破壊を阻止することが出来なかった。ヘイローの放棄はマスターチーフを生き延びさせることにつながり、更に運悪く新たにジャンプしてきた旗艦アセンダント・ジャスティスがマスターチーフらUNSCの生存者に占領されてしまったのである。彼はこの失態について報告するためにハイチャリティの高等評議会に出頭する。
彼はフォアランナーの"神聖"な遺産を破壊させた罪として高等評議会は彼の全ての名誉、階級、名前を除去し異端者にすることを決定した。間もなく彼は恥の印を多くのコヴナントが見守る前で押されることとなる。そして、彼は高等評議会によれば"己の腸で吊るし、市中引き回しの刑"に処される事になっていた。だが、預言者 はゼルを霊廟に連れてこさせ、こう告げる。 "そちは異端者ではない"[15]
真実、慈悲の預言者に霊廟へ連れられた後、新たな アービターとなるよう告げられる。彼は間接的な死刑宣告を受けたも同然であったが、己の名誉、継続的な血統のため、この申し出を受け入れる。
ガスマイン

ヴァダムのアービターにおける最初の指令は閾値 ガスマインのフォアランナー構造体に駐屯している異端者 を始末することであった。預言者は彼に与えた任務で死亡するだろうと思っていた。彼はアールタス・ヴァダムに率いられた特殊戦エリートと特殊戦グラントの一団と共にガスマインへ向かう。この作戦は施設内にフラッドが居ることもあり、相当な困難が予想された。異端者Sesa 'Refumeeを発見するが、嵐から身を守るシェルターに篭ってしまう。そこで施設を落下させるため、支えていたケーブルを破壊する強引な方法でシェルターから追い出す。異端者はバンシーで逃走を図り、フラッドに占拠された施設を抜けセラフが待つ自身の格納庫へ向かう。最終的に追いついたアービターとの一騎打ちになるが、その直前に彼は神聖なオラクル、モニター 343ギルティスパークの支援を受けていたという事実を知りショックを受ける。
異端者が倒れた後、チーフテン タルタロスがアービターと Fist of Rukt を使用してオラクルを確保する。ファントムに乗せた後、彼らはハイチャリティへ向かう。この時、オラクルの扱いにアービターは怒りをあらわにする。
隔離ゾーンの戦闘

ヴァダムがガスマインから無事脱出したという事実に驚愕しながらも、真実の預言者はこの優れた兵士をデルタヘイローの"隔離ゾーン"へ送り、 "聖なる鍵"の確保を指示する。この指令の前に護衛の交代 が起こるのを目撃していた。(エリート栄誉ガード が ブルート栄誉ガードに切り替わっていたのだ)ヴァダムはこの件について真実の預言者らに丁寧に懸念を伝えるが、それ以上のコメントは避けた。彼はセンチネルウォールを突破し(この時数名のグラント、ジャッカルが援護に当たった)、ライブラリーのシールドを破るよう求められた。フラッドやフォアランナー防衛兵器群が行く手で待ち構えるも、アールタス・ヴァダムら特殊作戦部隊に助けられながら前進し、ついにライブラリーへ通じるゴンドラの前に達する。この時、彼はタルタロスのファントムに護衛されながら進んでいたが、生き延びるためにはこの護衛を受け入れるしかなかったのである。
アービターはこの時UNSC海兵隊とセンチネル、フラッドコンバットフォームによる乱戦を目撃していたが、ライブラリーに突入する。彼はミランダ・キース 中佐 と ジョンソン軍曹 がインデックスを確保したのを目撃し、アクティブカモフラージュを使い、ジョンソンとキースに迫り、二人とも気絶させる。インデックスを確保したのと同時にタルタロス率いるブルートの部隊が現れ、ジョンソンとキースをFist of Ruktで引き寄せ、インデックスを奪う。タルタロスがこれは我々の為の鍵だと言い放ち、ゼルがエリートの虐殺について聞くと預言者の指示であるという想像もしなかった言葉を聞きショックを受ける。裏切られたと察したとき、彼は既に手遅れであった。Ruktの衝撃波でライブラリーのシャフトに落下してしまうのであった。
デルタヘイローのコントロールルーム

シャフトを落下する中、彼は死んだと思われたがその寸前にグレイヴ・マインド・・・フラッドの中央知性体によって捕まえられ、地下深くの隠れ家に連れ込まれる。 ここでアービターは同じく捕まっていたジョン-117と出会い、アービターにヘイローが大量破壊をもたらす最終兵器であることを伝えられる。そして、預言者は大きな間違いを犯していると告げられる。ヴァダムは半信半疑ながらも徐々に信じ始めていた。チーフはヘイローの起動を防ぐためにハイチャリティへ送られ、ヴァダムは真実を知るためにコントロールルームへと飛ばされる。
その場で彼はエリート族がブルートに虐殺された現場を発見する。彼は生き残った階級を問わないエリートや極僅かなグラント達と共闘し、ブルートの野営地を襲撃する。再び彼はアールタス・ヴァダムとスカラベ付近で遭遇し、スカラベの捕獲とその周辺で囚われの身となっていた評議員、海兵隊を発見し彼らと共に戦い、最終的に彼らを守りぬくことが出来た。
ジョンソンとアービターはヘイローを起動させようとしているタルタロスを止めるために非公式な休戦状態に入る。ジョンソンが スカラベを、アービターがバンシーで上空から援護しコントロールルームへ突入することで合意する。彼らは待ち構えるブルート軍の抵抗を排除し、コントロールルームへと達する。
タルタロスとの決戦

タルタロスはゼルを見て驚愕するが、デルタヘイローを起動しようとする。ゼルがギルティスパークにその場で聞き出したこともまた彼を揺さぶる。ヘイローはフラッドの餌となる知的生命体の一掃が目的である、フォアランナーはヘイロー起動と共に全滅した・・・ この説明は預言者が言っていた大いなる旅立ちが嘘であり、預言者が裏切った以上、人類との同盟が実現する事になった。
ゼルはタルタロスを説得しようと試みるも、エリート族への憎悪、偉大なる旅立ちへの熱狂的信念から、ついに彼は預言者側に立つことを決め、続いてヘイローリングを起動させ、全銀河の知的生命体が滅びさると脅しかけたジョンソン と数名のエリート達の助けを借りてタルタロスに止めを刺し、その隙にキースがヘイローの起動を停止させる。しかし、この緊急シャットダウンはセーフシステムを起動させることにつながり、アークから 全てのヘイローが遠隔操作できるという事実をモニターから告げられる。その後、ヴァダムとエリート部隊、生き残った人間の兵士達はヘイローから脱出する。
地球におけるマスターチーフとの遭遇

デルタヘイローにおけるタルタロスとの決戦後、Vadameeは正式に姓をヴァダムに変更する。これはコヴナントからの離脱を象徴する行為であった。残りのサンヘイリも彼に続いた。
地球に到着したとき、ジョンソンらの部隊がマスターチーフを発見する。マスターチーフが意識を取り戻したとき、ジョンソンが持っていたM6マグナムでヴァダムを射殺しようとしたが、その寸前でジョンソンが阻止する。彼は人類とエリートが同盟を結んだことを告げた。チーフはヴァダムのことを信用していなかったが、抽出地点であったキリマンジャロ山麓の ダム までチーフを護衛し、 クロウズ・ネスト基地へ向かうが、到着からほぼ時を置かずに基地でもコヴナントの攻撃が始まり、防衛のために戦うこととなる。
ボイの戦い

- “急げ!シップを探さなくては!”— The Arbiter in Floodgate
マスターチーフがクロウズ・ネストを脱出した後、ゼル(人間にはアービターとしての地位のみ知られていた)は、チーフがヴォイへの道を確保し、フォアランナーのアーティファクトを守るコヴナントを攻撃し始めた直後に、ドックで彼に合流した。アービターは、チーフとUNSC軍が対空砲台を破壊するのを支援し、コヴナントが占拠した倉庫で戦った彼らを支援し、最終的には定住を破壊し、コヴナントの対空防御に穴を開けて、フッド卿がアーティファクトの上にドッキングしていた真実の預言者のフォアランナードレッドノートを攻撃するのを支援した。
ドレッドノートへの攻撃は目に見えて損害を与えられず、活性化されたアーティファクト上に巨大で燃えるような青い球体が引き金となり、真実の預言者とコヴナント艦隊が撤退するポータルを形成した。 'Vadam roared in fury at the loss of their quarry. But before Lord Hood could consolidate the scattered and confused human resistance, a Flood-infested Covenant cruiser, which had broken through the Elite's quarantine fleet around High Charity, transitioned out of Slipspace nearby, crashing into the city and infesting a significant area in and around Voi.
The Arbiter and Chief proceeded to cauterize the local area of the Flood infestation, battling their way to the cruiser with the purpose of catastrophically overloading the crashed ship's engines to level the entire city before the parasitic infestation grew beyond control. They were aided by a handful of Marines who were not claimed by the Flood, and eventually Sangheili Special Operations shock troops, led by the recently promoted Ship Master Rtas 'Vadum, and a battle group under his command. 'Vadam learned of the fall of High Charity from a Sangheili Major who was leading Spec-Ops soldiers to fight alongside the Chief. The Arbiter assisted the Chief in clearing a swath to the crashed cruiser, and the Chief infiltrated the cruiser alone. He managed to recover a holo-projector that contained a fragmented message of Cortana. Rtas 'Vadum's fleet glassed the infected parts of Africa to prevent the Flood from continuing their infestation.
アークの戦い

- “The Prophet will die by my hands - not theirs!”— The Arbiter, in the level The Covenant
After the UNSC and Separatist forces regrouped, they learned from Cortana's message that the Flood had taken control of High Charity and were on their way to Earth. However, she continued to say that the Gravemind was unaware of the Portal, and states that on the other side is a solution to stop the Flood, without firing the remaining Halo rings. Because the Chief trusted Cortana, he and the Separatists dedicated all their forces to go through the Portal, arriving at the Ark. The Arbiter joined the Master Chief at the entrance of a local Cartographer facility to clear their way through the building to the Cartographer terminal. Once there, they learned Truth's perilous location, as well as an unfortunate defense he had conjured from the Ark itself. When the group was attacked after activating the Cartographer, the Arbiter joined the battle for the skies, instructing the Chief to follow 343 Guilty Spark to a location for extraction.
With the decimation of the Covenant Loyalist Fleet, Rtas 'Vadum's carrier positioned itself near the Ark's Citadel - where Truth planned to remotely activate the rings - in preparation to deal a lethal blow to Truth's stronghold. Commander Keyes led a three-pronged assault, which the Arbiter and Chief participated in, on the shield generators to lower the barrier around Truth and the Citadel by deactivating the generator from a console in the tower's spire. After Sergeant Major Johnson failed to deactivate the third generator because of Brute resistance, the Arbiter landed his forces at the third tower along with the Chief to deactivate the final generator and shut down the barrier.
As Rtas 'Vadum maneuvered over the Citadel to glass Truth, High Charity exited Slipspace, crashing into the Ark. In its plummet to the surface, High Charity scattered a barrage of infection capsules which put 'Vadum's carrier out of commission and seeded the Ark with Flood. The Arbiter led his forces in conjunction with the Marines to clear the third tower of Flood, with the Chief's assistance. As a security measure, the Arbiter escorted a distressed 343 Guilty Spark to reconnoiter the damage inflicted to the Ark by the Flood, leaving his Sangheili with the Chief to push on to the Citadel.
真実の預言者の死=

After Thel entered the Citadel, joining the Chief at the bridge to the Citadel with a distraught 343 Guilty Spark, the Flood formed an alliance with them to reach Truth and abort the firing of the Halo Array. Fighting through the Loyalist forces standing between Truth and themselves, the Arbiter and the Master Chief succeeded in reaching the same platform as the Prophet of Truth. The Arbiter approached Truth, who was by this point partially infected by the Flood. The Gravemind spoke through Truth, informing him that he was deluded in thinking that he would become a god. 'Vadam warned the Flood mind to not infect Truth, stating, "I will have my revenge on a Prophet, not a plague!" Thel held Truth by the neck, and forced him to watch helplessly as the Master Chief deactivated the Halo Rings. 'Vadam then took his revenge by executing Truth with his Energy Sword. It is at this point that John-117 appears to start to trust Thel more, having witnessed the death of the Hierarch who called for Humanity's destruction. John and Thel then faced the betrayal of the Flood's allegiance with the abortion of Halo's firing.

Fighting their way back the way they had come, the two witnessed the construction of a new Installation 04, and planned to activate it. The Arbiter, Johnson and Rtas 'Vadum evacuated all UNSC and Separatist forces from the Ark. The Arbiter, worried about the Chief (who went to High Charity alone to rescue Cortana) arrived after the Master Chief at High Charity's crash site, and eventually found the Chief, who had already accomplished his objective. 'Vadam used a Flamethrower to cover their escape as High Charity began to explode.
The two then escaped on a D77H-TCI Pelican Dropship from High Charity, crashing it into the newly constructed Halo; after fighting through numerous Flood forms, they met up with Sergeant Major Johnson and 343 Guilty Spark at the Control Room. The Monitor turned on them after realizing that an immediate activation of the ring would destroy it and damage the Ark, as the ring was not yet complete. In the battle that followed, the rampant Monitor killed Johnson and blasted the Arbiter out of the room; however, eventually 343 Guilty Spark was defeated by the Master Chief. Both Cortana and Thel expressed sorrow over Johnson's death. The Master Chief activated Halo and retrieved Cortana as the ring began to collapse. He and the Arbiter then retrieved Johnson's Warthog, crossed newly-built Forerunner structures as they collapsed, all while being attacked by more Flood and the now-hostile Sentinels. They succeeded in reaching the Forward Unto Dawn and escaped the Ark and Halo just in time. Upon entering the ship's cargo bay, it tilted and sent a M808B Main Battle Tank hurtling towards 'Vadam, nearly crushing him. 'Vadam ran into an alcove and narrowly dodged the tank. Before running to the bridge, he and the Chief (in a brief moment of camaraderie) exchanged nods; this was the last time 'Vadam saw the Chief. Soon after, Cortana activated the ship, as 'Vadam made it to the bridge and took control.

The portal collapsed as the Forward Unto Dawn was transiting and the aft end of the ship, with John-117 and Cortana, was sheared off and failed to return to Earth. The bow section, containing 'Vadam, made it through and crashed into the sea, where he was rescued. 'Vadam was present at the dedication of the memorial to those lost during the war, on March 3, 2553. After being thanked by Admiral Lord Terrence Hood for "standing by him to the end," saying "It's hard to believe he's dead," 'Vadam responded with "Were it so easy." This echoes his first line in Halo 3, symbolizing respect and similarity between a Spartan and the Arbiter, by how they are nearly impossible to kill. The Arbiter departed for Sanghelios aboard the Shadow of Intent as the ship master, with Rtas 'Vadum and the rest of the Sangheili who fought at the Ark to see if it was safe.
サンヘリオス

During the aftermath of the Human-Covenant War, Thel 'Vadam continues to campaign with his fellow Sangheili for an indefinite peace with humanity. This has resulted in many Sangheili rallying in opposition, mainly the Servants of Abiding Truth, an old orthodox society who continue to deify the Forerunners. Shortly after a Jiralhanae uprising in the state of Ontom, Avu Med 'Telcam, leader of the Servants, decided that the time had come to attack 'Vadam and oust him from the mantle of Arbiter. 'Telcam's forces besieged those of the Arbiter at Vadam Keep, but were forced into a stalemate due to fewer keeps joining the uprising than the Servants had expected. However, when Thel 'Vadam permitted Kilo-Five to deploy onto Sanghelios to search for Evan Phillips in the Temple of Abiding Truth, many Sangheili viewed this as sacrilege, joining 'Telcam's resistance. Thel 'Vadam's forces quickly began to lose ground to the Servants of Abiding Truth, they were quickly surrounded at Vadam Keep and outnumbered. As the Servants began assaulting the Keep, the battle was all but decided. In the final moments both sides were bewildered as a gargantuan human warship, the UNSC Infinity, made its debut and entered into position around Sangheilios. Admiral Hood personally offered to assist 'Vadam in the defense of his keep. While he wished to refuse such charity, he knew it would mean defeat, and thus he accepted. The UNSC Infinity proceeded to destroy one of 'Telcam's ships, Defender of Faith, and then utilized its Magnetic Accelerator Cannon batteries to destroy the resistance forces from orbit. 'Telcam escaped to New Llanelli due to a rescue by Kilo-Five, and three of his four frigates escaped the Arbiter's cruisers, which were destroyed by UNSC Port Stanley, disguised as a Kig-Yar vessel. This was to balance the strength of the warring factions.
Ealen IVの戦い

Due to an escalation in Jiralhanae raiding parties against the Sangheili throughout joint-occupational zones, Thel 'Vadam accepted Lord Hood's request to have a peace conference on Ealen IV with a Jiralhanae Chieftain named Lydus, in order to gain access to the Jiralhanae resources. Upon meeting Lord Hood, Captain Lasky, Sarah Palmer, and two other Spartan Fireteams on the planet's surface, the three parties then engage in the conference. During the conference, Thel appeals to Lydus' care for his own race, explaining that the Jiralhanae will eventually turn against each other once there are no other worlds to plunder.
The meeting is soon ambushed by the Covenant Remnant trying to stop the negotiations that were taking place. Surprised by the ambush, Lydus believes that he was deceived by Thel 'Vadam, but Thel quickly reassures him that the Covenant attacking them are not his own troops by saving Lydus' life from the sights of a Jackal sniper. As more of Covenant Remnant troops begin to invade, the three conference parties begin to make their way to a human shuttle, only to have it destroyed by Banshees. Commander Palmer shields Thel with her body from the resulting explosion. With all communications blocked, and no way to contact Infinity for reinforcements, Lasky, Palmer, Lord Hood, the two Spartan Fireteams, and the delegates make their way to a parts depot and seal themselves inside.[16]
While all three factions were trapped in a plasma refinement facility, Thel 'Vadam works out a plan with Lord Hood and Lasky as to how they are going to restore communications, and where they are going to find a more decent shelter. Thel attempts to include Lydus in the planning, only to be accused of working with the Covenant Remnant, an accusation that he quickly rebuffs. When Lasky finds a suitable redoubt for the group to stay, he decides to break off from the group with Spartan Naiya Ray in order to find a way to restore communications.
As Thel, the remaining Spartans, Hood, and the Brutes begin to make their way to the redoubt, Palmer asks Thel if he thinks the Covenant Remnant know about their path through the underground to the redoubt. He responds that it is very likely. Upon hearing this, Palmer sends the Fireteams out to clear the way. Thel and Lydus insist on taking part, claiming they are warriors first and diplomats second. However, Palmer convinces them both to leave the fighting to the Spartans, as they were both sent to the planet as peaceful ambassadors.
It is not long before the group is confronted by a Lich. The Lich and its troops were quickly destroyed through the swift actions of Palmer. She orders the Fireteam Jackknife to move onward to the redoubt, while Hood searches the dead enemies for information. Once the dead soldiers are properly inspected, the three factions continue their journey towards the enemy fortified redoubt. Along this route, Lydus demands that Thel explains how the Jiralhanae can trust the Sangheili if Thel is not able to ensure a peaceful summit.[17]
Inside the redoubt, Lydus is still unconvinced of Thel and Hood's concern for the Jiralhanae race, accusing both of playing kingmaker. During this conversation, the leader of Fireteam Jackknife, Scruggs, flanks Hood and holds him at gun point. As Palmer demands to know what Scruggs is doing, Lydus begins to threaten the traitourous Spartan. Holding out a hand to stop the Chieftan from charging, Thel asks Scruggs for his motives. Scruggs responds that the list is long and explains to Palmer that there are multiple levels of politics that have lead to this point. In particular he points out how strange it is that Thel has not been able to achieve stability within the Sangheili on his own over the past five years, hinting at some foul play within the politics.
In the midst of the explanation, Palmer shoots Hood in the outer-thigh, causing the Admiral to drop and providing her the opening to attack and eliminate Scruggs. After Hood is bandaged, Thel assists him on the walk down stairs a small Covenant tug ship. The ambassadors and Palmer escape on this ship, with DeMarco and Fireteam Bailey giving their lives to provide anti-aircraft covering fire. Thel, Lydus, and Hood all part ways, not having reached an agreement.[18]
Combat

In Halo 2, numerous small graphical and gameplay differences exist between the Arbiter and the Master Chief. When playing as the Arbiter, the Chief's flashlight is replaced by an Active Camouflage feature, exclusive to Halo 2; due to the antiquated armor of the Arbiter, the camouflage does not last forever -- it lasts for ten seconds on Easy and Normal difficulties, and five seconds on Heroic and Legendary difficulties. The Arbiter bleeds purple blood instead of red, and his Heads Up Display is sleeker. In Halo 2, the sound his shield makes when it is depleted is different from that of the Master Chief's. In Halo 3, he still has Active Camouflage, but it is only illustrated in the first cutscene of the game and to elude enemies -- it cannot be used when playing as the Arbiter. He has a flashlight on his left shoulder in Halo 3, which can be used by players in Co-op.
The Arbiter is very experienced at combat, as shown by his relatively extensive knowledge of every weapon and vehicle -- the Arbiter expressed a desire to understand human weapons even before his alliance with the UNSC. His most commonly used weapons are the Plasma Rifle, Energy Sword, and the Carbine. However, if the Arbiter character is being used in Co-Op Campaign, he can wield any weapon the player chooses -- the Plasma Rifle, Energy Sword, and Carbine would only be level start weapons. Also, in Halo 2, the Arbiter's HUD is a purple colour, rather than the Spartan blue; in Halo 3 it is teal and is presented in a more curved fashion than Player One's. Player Three and Four's HUDs are also more curved as they are Elites as well.
In Halo 3, the Arbiter is a very useful ally against the Flood when he has his Energy Sword out, but when fighting Covenant forces on his own on Heroic and Legendary, the NPC Arbiter tends to die a lot, especially on Legendary. This is mostly due to him leading suicidal charges with his Energy Sword even though the enemy is a great distance away from him. However, he is useful on Normal and Easy. Also note that when given a Missile Pod (using the support weapon glitch, or putting it by his unconscious body) the missiles will lock onto enemy NPCs.
Reception
The image that Bungie produced for Halo 2 was one featuring the Master Chief on Earth fighting the Covenant. Once the game was released, this was shown to be the case until the level, The Arbiter, when the player abruptly took the role of the Arbiter of the Covenant.
The change in the overall story line affected some fans' reactions to the game. Some fans considered the Master Chief the only character that should be played as and focused on. Other fans took it in as a new chapter in Bungie's story making.
