The Builders were a caste in Forerunner society who were considered to be the most powerful in terms of intelligence, wealth, and political power.[1] As its name suggests, the builders are responsible for the myriad technologically advanced structures and objects seen throughout the Milky Way galaxy, including the Halo Array.[1] Builder Security was a group of Builders who conducted security and combat matters.[2]
