Lieutenant Jaggers was a Junior UNSC Naval officer in 2552.

Background

Personality

Jaggers was moody, temperamental, and not good at his job. While under the command of then-Commander Jacob Keyes, he appeared to be drunk on duty at times as Keyes states that he swore Jaggers had the smell of alcohol in his breath at the beginning of his shift more than once,[1] although an ordered blood test had suggested otherwise.

Military career

He served as the navigation officer aboard the UNSC Iroquois in 2552.

During the Battle of Sigma Octanus IV, Jaggers demonstrated an inability to remain calm under the heavy stress of combat, and allowed this to lead to gross insubordination. While at his post during the battle, he pleaded with Aki Hikowa, looking for an ally in his argument with Commander Jacob Keyes about the maneuver Keyes had devised to keep the UNSC Iroquois from being destroyed by a superior Covenant force. Hikowa told him to man his station, refusing to engage in the argument or side with Jaggers.[2] Only Keyes promising to have him removed from the bridge if he didn't man his post convinced a reluctant Jaggers to do his duty.

After the battle, Commander Keyes had Rear Admiral Stanforth reassign Jaggers to another vessel, or, as the book implies, an outpost: possibly a Slipstream Outpost, where he could do no damage in a combat situation while still being of some use to the UNSC.[3] This was in spite of the fact that Keyes had every legal right to have Jaggers court-martialed, and in fact was expected to according to several UNSC regulations. Keyes passed on the opportunity because he knew Jaggers still had some usefulness, and it was better to keep him in the service since the UNSC needed everyone it could get.

He was replaced as the NAV officer by Ensign William Lovell.[4] Ironically, Lovell died in the Battle of Installation 04, along with everyone else who transferred with Keyes from the Iroquois to the Pillar of Autumn .Thus, Jaggers' transfer saved his life.
