That was an AI, with some memories of the Librarian.
I know it's more complicated than that, but that's just the basic description.
Also, Chakas/343 Guilty Spark knows where the real Librarian is, believing she's still alive.
I guess we're just gonna have to wait and found out.

The AI seen on Requiem was destroyed. It is widely believed that the actual Librarian died c. 100,000 BC, when the Halos fired. However, the sliver of 343 seen in Halo: Primordium believes that the Librarian is still alive, along with his old human comrades, Vinnevra and Riser.
Well 343 Gulty Spark says he knows where the Libranian is and I was hoping we will meet him in spartan ops season 1 but now that Requiem is destroyed i hope that maybe is season 2 or Halo 5 we will see The Libranian or even better 343 Gulty Spark.
If any of you even bothered to read all three of the books from front to back or viewed the terminals from Halo 3 you would have known the Librarian knew she was going to die to save the galaxy, and she even wanted to die, accepting that the Forerunners' time was over, otherwise she wouldn't have destroyed her own keyships and joined Bornstellar (Iso-Didact) at the Ark, but if she had the Flood would've followed, survived the Halos' firing and all her work would've been in vain. Besides, 343 Guilty Spark was rampant, delusional, and had his own fantasies about it. The Didact may still be alive, but the Librarian is as dead as dead can be.
I actually own all thirteen halo books, even the terrible ones and primordium says she is still alive while silentium says she dies and never elaborates on what happened at the end of Halo: Primordium. So lets just agree to disagree
343GS because of his apparent rampancy could have been lying or he could have forgotten or simply did not know that Libranian straded herself on Earth. He might think she is where she was supposed to go.
Last we heard, the Librarian was on Earth. She had learned three things:
1.) The Domain was the Organon
2.) The Domain was protected in Precursor arcitechture
3.) With the Domain gone, her husband would be left alone for eons, with nothing but his rage!
It is possible the Librarian sought to save the Domain or left on some other unknown mission. There was something she needed to do before dying, which meant she had to survive the Halo Activation. She may still be out there and 343GS could have figured this out after years of thinking.
Halo: Cryptum talks about how there is more than one Composer. Maybe she composed herself so she could survive the Halo Array. Maybe she did this because there was one more thing that needed to be done before the activation of the Halo Array.
I don't know what to believe about this lady. Half the time she's dead or somewhere's no one knows but I hope she's alive. I would like to see more living forerunner and I think she'd be a good character in the plot for later games. Her appearance was pretty brief and if you don't follow the books or other media, you'd have no clue what was up with her. Maybe there could be some kind of level or whatever in a later game where the main character joins Spark at some point on his quest to find her. I dunno.
Personally, I find The Librarian as a very interesting Forerunner or person with a great background or backstory. I would like to know more about her, and I hope she is still alive. The Ancilla on Requiem actually got me excited.
Chakas/Spark never stated he knew where the Librarian is, rather he said he knew where the "Lifeshaper" is. By then end of Silentium the last Lifeshaper after the Librarian was Chant to Green. Chakas/Spark may be referring to Chant to Green rather than the Librarian so it's likely the Librarian died after that activation of the Ark and Chant to Green is the Lifeshaper Spark is after. Still, we can always hope.
