The Vulpard was an animal that was cut from Halo: Combat Evolved. Like most pre-release ambient life, the vulpard was cut from the game.
Its name is a mixture of the names of the animals it was designed after: vulture; a carrion bird on Earth, hence the beak and possible feathers, and leopard, whose name contributes to the pattern of the feathers/hair of the Vulpard.
